I live in New York State. I tried to buy a test kit but was told you couldn't sell it to NYS residents. Any suggestions?

It appears there are state health laws that prohibit the VDC from doing business in NY and Maryland. Do you have any friends that live close by in another state? You could use there address if they are willing.
You may also be able to do something like this. Go to http://www.lifeextension.com/faq/blood-tests.It states that “Residents of New York, New Jersey and Rhode Island will receive a blood draw kit due to state law and additional draw fees may apply.” Life Extension is not the only company out there who delivers this kind of service. So you could look around and see how much they are charging for a Vitamin D test and then also check if they can do business or send kits to New York.
    Hope this helps!
