Unfortunately I lost a lot of history with people like you, when the information did not carry over. So if I repeat my self or ask same questions again, I am sorry.
So you took 60,000iu a week for 8 weeks? (If less or more weeks please let me know because it figures into my thoughts.) Then you started taking 5000iu a day until I guess you had the test done and you made it to 23ng/ml.
Did I ever ask you how much you weigh because it figures into how much you should take?

On 60,000 iu a week (for 8 weeks?) which is an average of 8500 iu a day you only made it to 23ng/ml. The VDC goal is 50ng/ml to be healthy and like you said you are still deficient.
The “why” you only made it that far could be because of your weight and you need to take more. A maintenance dosage for you is going to be much higher than the 5000iu a day. It could also be because you are in a “disease” state that you need a much higher intake of Vitamin D for a lot longer until you are completely healed. Then once that happens you might be able to do a lower dosage. Also the IBS might not let you absorb the Vitamin D as well. (What level were you at before starting treatment?) You obviously are absorbing some because you feel better. (Oral spray Vitamin D does absorb well and you may need to consider that.)
So depending on some of your answers to the above questions, you may seriously want to consider adding to the 60,000iu once a week. For instance keep taking the 5000iu once a day along with the 60,000iu once a week. If at the end of 8 weeks you retest with “no lapse” in the amount of Vitamin D taken and now you are at 50ng/ml then you would need to take 13,500 iu a day. If your level is higher than 50ng/ml, then you need an amount somewhere between 8500 iu and 13,500 iu.
